In an attempt to distract the United States and its Allies from its expansionist plans in the oil-rich Middle East, the Soviet Union in concert with Communist China attempted to draw Allied military forces from Europe to nations in the Pacific theater, and principally Vietnam. Fully aware of Communist plans, the leaders of the Allied nations created the Southeast Asia Treaty Organization, to mirror the North Atlantic Treaty Organization (NATO), to serve as an effective military apparatus to prevent Communist domination or distraction either in the European or Pacific theaters. This Certficate is Authorized in Tribute to the Active, Reserve and Ready Reserve military, State Department and Intelligence Agency men and women who preserved the peace during a period of more competent and responsible leadership that ensured protection of Democracy and the economies of the United States and its Allies.
