      SUBJECT: Army Directive 2023-01 (Army Recruiting Ribbon Program) 1. References.

      2. Purpose. This policy incentivizes support to recruiting efforts through the award of the Army Recruiting Ribbon and associated promotion points.

      3. Applicability. The provisions of this directive apply to the Regular Army, Army National Guard/Army National Guard of the United States, and U.S. Army Reserve.

      4. Background. This program provides increased recruiting awareness throughout the Army and encourages Soldiers to embed themselves within their communities to share their Army stories. It may also help to identify junior Soldiers who are best suited for recruiting duty as they advance in rank.

      5. Policy.

      a. Effective immediately, the Army Recruiting Ribbon will be awarded to all Soldiers who provide a valid referral to the U.S. Army of an individual who both enlists and ships to Army Initial Military Training (IMT).

      b. Soldiers may receive the Army Recruiting Ribbon up to four times during their career. Additional awards are identified with a numerical device added to the ribbon.

      c. At each award of the Army Recruiting Ribbon, Soldiers will be awarded 10 points toward promotion to E-5/E-6. Soldiers may receive up to 40 total promotion points for four valid referrals.

      d. Award Authority. Referrals will be submitted through the chain of command for approval. The U.S. Army Recruiting Command is responsible for validating referral and departure of the trainee to IMT. The Soldiers battalion commander is the approval authority for award of the Army Recruiting Ribbon and will provide a memorandum to serve as supporting documentation of the award.

      6. The U.S. Army Human Resources Command will coordinate with the U.S. Army Recruiting Command to publish implementing guidance for this policy.

      7. Proponent. The Assistant Secretary of the Army (Manpower and Reserve Affairs) has oversight responsibility for this policy. The Deputy Chief of Staff, G-1 will incorporate the provisions of this directive into AR 600819, AR 600822, and AR 6701 within 2 years of the date of this directive.

      8. Duration. This directive is rescinded on publication of the revised regulations.

      The Soldier Referral Program (SRP) is designed to enable Soldiers of all ranks and all components to share their Army story with a potential applicant and direct them to an Army website enabling a local recruiter to contact the applicant and action their potential enlistment. Under the 12-month Soldier Referral Program (SRP) Pilot, Soldiers in the grades of E-1, E-2, and E-3 may receive one rank advancement for providing a valid referral of someone who both enlists and ships to Army Initial Military Training (IMT).

      The Army Recruiting Ribbon (ARR) was created to increase recruiting awareness throughout the Army and to encourage Soldiers to embed themselves within their communities to tell their Army story. The ARR will be awarded to all Soldiers who provide a valid referral to the U.S. Army of an individual who both enlists and ships to Army IMT. Soldiers may receive the Army Recruiting Ribbon up to four times during their career. Additional awards are identified with a numerical device added to the ribbon.       The ARR is authorized for ALL Soldiers, whether officer or enlisted, who provide a valid referral to the U.S. Army of an individual who both enlists and ships to IMT. Referring Soldiers must be in good standing and not flagged.

      Referring Soldier and applicant must willingly provide and submit their own information through the established Go Army system.

      Soldiers may receive the ARR up to four times during their career. Additional awards are identified with a numerical device added to the ribbon.

      At each award of the ARR, Soldiers in the grades of E-4 or E-5 will receive 10 points toward promotion to E-5/E-6. Soldiers may receive up to 40 total promotions points for four valid referrals.

      The Referring Soldier must provide evidence of referral to their Unit S1. The USAREC consolidated validation roster is the source document to validate referrals and will be produced monthly. Soldiers can find the consolidated validation roster on the HRC Awards and Decorations Webpage located at the following: https://www.hrc.army.mil/content/Awards%20and%20Decorations%20Branch.

      Award Approval Authority. The first O5/LTC commander/civilian equivalent or above in the Soldiers chain of command is the approval authority for this ribbon. The Soldiers battalion commander is the approval authority for award of the Army Recruiting Ribbon and will provide a memorandum to serve as supporting documentation for the award. The approval memorandum will be web uploaded via the Integrated Personnel Electronic Records Management System for filing in the Soldiers Army Military Human Resource Record. Instructions to make a Referral.

      a. Soldiers may refer a qualified applicant for service into the U.S. Army by providing the applicant's name, phone number, and email and their DoD ID number. Submit the applicant's information via link, email or phone call listed below.

      (1) Referred applicants must willingly provide and submit their own contact information.

      (2) Referring Soldier must willingly provide and submit their own DOD ID number, first name, and last name.

      b. Submit referral information in any of the following ways:

      (1) Navigate to https://www.goarmy.com/refer.

      (2) Text RFRL to GOARMY (462769) and allow the referred applicant to enter key information. Instructions for updating the Referring Soldiers record in the Integrated Personnel and Pay Systems Army (IPPS-A).

      a. For E1-E3 early advancement, Enlisted Promotions will validate the eligibility of the identified Soldiers and will complete the advancement within IPPS-A. Enlisted Promotions will generate a By-Name List of the Soldiers who obtained an advancement for the SRP, email the lists to the Soldiers' G1s, and distribute the lists to USAREC G1, G3, and the HRC PAO Team for publication on the Commands' websites. Soldiers will receive an automatic notification from IPPS-A once the transactions are complete, and orders will be transmitted automatically to the Soldier's iPerms and DFAS.

      b. For E4-E5 Promotion points, the Referring Soldier will submit an Admin Records Correction PAR to their S1 Pool using the self-service feature in IPPS-A to add the Army Recruiting Ribbon. Promotion points automatically update when the Members record changes.

      c. To add the ARR to a Soldiers record, the Referring Soldier will submit an Admin Records Correction PAR to their S1 Pool using the self-service feature in IPPS-A. The instructions for an Admin Records Correction PAR can be found in the IPPS-A User Manual, Version 5, Chapter 7, Process 7-3 (Submit an Admin Records Corrections PAR). The HR Pro will attach the USAREC consolidated validation roster and commanders approval memorandum as the supporting documentation.

      Q1: What is the Army Recruiting Ribbon?
      A1: The Army Recruiting Ribbon will recognize those Soldiers who provide a valid referral of someone who both enlists and ships to Army Initial Military Training (IMT). This honor may be awarded up to four times, as indicated with a numerical device added to the ribbon. Soldiers in the grades of E-4 or E-5 receive 10 promotion points for each award of the ribbon, up to a total of 40 promotion points.

      Q2: Are recruiters eligible for the Army Recruiting Ribbon?
      A2: A recruiter is not eligible to receive the Army Recruiting Ribbon. Anyone assigned and receiving Special Duty Assignment Pay (SDAP) for the purposes of recruiting is prohibited from participation.

      Q3: How many promotion points is the Army Recruiting Ribbon worth?
      A3: Each award of the Army Recruiting Ribbon is worth 10pts, cumulatively, you can earn 40pts. Promotion points are only applicable to the ranks of E4/E5.

      Q4: Are Warrant Officers/Officers eligible for the Army Recruiting Ribbon?
      A4: Yes

      Q5: I cannot find the Army Recruiting Ribbon in IPPS-A. How does my S-1 process the award?
      A5: The Army Recruiting Ribbon is processed outside of IPPS-A. The approval document is a memorandum signed by an O-5/above Commander in the Soldiers chain of command. The HR Pro then must upload the memo into the Soldiers record via an Admin Correction PAR in IPPS-A.

      Q6: Is this award available to ROTC Cadets or Cadre of ROTC programs, or those already serving in the recruiting world?
      A6: Only cadets of the U.S. Military Academy are eligible to receive the Army Recruiting Ribbon upon their swearing-in ceremony as a cadet.
      Note: ROTC Cadets do not fall under the UCMJ by law; the time spent as an ROTC Cadet does not count for credible service (i.e., towards retirement). ROTC Cadets are not entitled to the same pay and benefits of a Soldier (or even a Service Academy Cadet).

      Q7: Are individuals in the Delayed Entry Program eligible to receive the Army Recruiting Ribbon?
      A7: No

      Q8: Are members of other services eligible to receive the Army Recruiting Ribbon?
      A8: No.

      Q9: Is the award retroactive in any capacity or does it only count for referrals from 25 January 2023 forward?
      A9: The award is only retroactive to 25 January 2023.

      Q10: How far back can the referral be to be eligible for the ribbon?
      A10: A referral is a person who is not already the subject of applicant processing for enlistment or commission by the United States Army Recruiting Command.

      Q11: Can COMPO 2 and 3 get the ribbon?
      A11: This applies to the Regular Army, Army National Guard, and U.S. Army Reserve.
