      Section 1. Proposal for Establishing Authority

      Authority for the Citation for Service During The Global War on Illegal Drugs Ribbon to be established by a Presidential Executive Order with the Department of Defense, The State Department, The Department of Homeland Security, The United States Coast Guard, The Department of Justice, State and Local Law Enforcement agencies, et al. Full and exclusive property rights for this Award shall be the federal government of the United States of America representing the citizens of the United States, with The White House serving as custodian or record.

      Section 2. Effective Dates

      The Citation for Service During The Global War on Illegal Drugs authorization shall be in effect from (the date of the Executive Order signing) to a terminal date to be declared by the President of the United States. Authorization of the ribbon shall be retroactive to date of the creation of the United States Drug Enforcement Administration, 01 July 1973.

      3. Section 3. Authorizing Agencies

      The assigned agencies (Section 1.) shall be authorized to approve award of the Ribbon to any department, bureau, mission, operation, et al., or individual under their jurisdiction.

      Section 4. Criteria

      The Citation for Service During The Global War on Illegal Drugs ribbon is authorized for active participation or service in a drug war Operation, Mission, Assignment, Deployment, et al.

      Section 5. Ribbon Type

      The Framed or Unframed Citation for Service During The Global War on Illegal Drugs ribbon shall be authorized on a unit, department, operation, organization, mission or individual basis. All recipients shall be authorized to wear the Ribbon.

      Section 6. Ribbon Description

      The Citation for Service During The Global War on Illegal Drugs ribbon is a green/black/white ribbon, 1 3/8 inches wide and 3/8 of an inch high, set in a decorative gold-colored metal frame simulating a laurel wreath. United States manufacturers of the ribbon may produce the ribbon only in the standard size so stated above.

      The colors of the ribbon are denoted as green for color of the growth of illegal drugs, white for the color of processed illegal drugs, and black for the destruction, harm and death caused to individuals and societies by their use.

      Section 7. Civilian Wear

      The Framed or Unframed Citation for Service During The Global War on Illegal Drugs ribbon shall be worn on the left lapel.

      Section 8. Military Order of Precedence Wear

      The Framed or Unframed Citation for Service During The Global War on Illegal Drugs ribbon shall be worn on the right side of the uniform after all other Decorations. the Unframed ribbon will be worn on the left side in a place to be designated by the military branch.

      Section 9. Devices

      Additional awards of the Citation for Service During The Global War on Illegal Drugs ribbon are denoted by bronze or silver star as follows:

      • One bronze star (three-sixteenths of an inch in diameter) for service in two to nine named activities
      • One silver star (three-sixteenths of an inch in diameter) for service in ten named activities
      • Additional siver stars for each additional ten named activities, for a maximum of four silver stars.

      Section 10. Ribbon History

      The Citation for Service During The Global War on Illegal Drugs ribbon was designed by Mr. Francis Edward White and Mr. Phillip Roger Coleman.

      Mr. White served as a Group Supervisor for the United States Drug Enforcement Administration. Mr. Coleman serves as the Editor In Chief of Drug Enforcement Agent Watch. Both Mssrs White and Coleman are veterans of the United States Army who served full tours of duty in the Republic of Vietnam.
